The TAV 100-Point Partner Audit

Before any resort, Phinisi yacht, guide, or transport provider is accepted into our exclusive network, they must undergo our comprehensive 100-point audit. This audit is conducted in person by our senior operations team, led by Dewi Lestari, and is re-evaluated annually. The audit is scored across five critical domains:

1. Safety & Compliance (35 Points)

This is our most heavily weighted and non-negotiable category. Failure to meet minimum standards here results in immediate disqualification.

  • Licensing & Legal: Verification of all necessary Indonesian permits, including SIUP Pariwisata, vessel registration (Surat Ukur Kapal), and tax compliance (NPWP).
  • Maritime Safety (for vessels): Inspection of safety equipment (life rafts, EPIRB, flares, first aid), crew certifications (STCW, ANKAPIN/ATKAPIN), and adherence to Port Authority (Syahbandar) regulations.
  • Emergency Protocols: Review of documented procedures for medical emergencies, vessel incidents, and evacuation plans. We verify their communication systems (satellite phones, VHF) and test their response scenarios.
  • Staff Welfare: Confirmation of proper employment contracts and registration with BPJS Ketenagakerjaan (social security and work insurance) for all staff.

2. Service Excellence & Hospitality (30 Points)

We assess the ‘software’ of the operation – the human element that defines a luxury experience.

  • Staff Training & Professionalism: Evaluation of staff training programs, language proficiency, discretion, and problem-solving abilities.
  • Guest-to-Staff Ratio: Analysis of staffing levels to ensure attentive, personalized service.
  • Personalization & Anticipatory Service: Evidence of systems and a culture that anticipates guest needs and can accommodate bespoke requests.
  • Cleanliness & Maintenance: Rigorous inspection of all guest-facing areas, as well as back-of-house facilities, for impeccable standards of hygiene and upkeep.

3. Sustainability & Community Impact (20 Points)

We believe true luxury is responsible. We only partner with operators who share our commitment to preserving the Togeans, as detailed in our Sustainability policy.

  • Environmental Management: Audit of waste management systems (no dumping at sea), water conservation, energy sources, and policies on single-use plastics.
  • Local Sourcing & Employment: Percentage of staff hired from local communities and the volume of provisions sourced from local markets.
  • Conservation Contribution: Tangible support for conservation, such as direct donations to the National Park, participation in reef clean-ups, or adherence to strict ‘no-touch’ diving protocols.
  • Cultural Respect: Ethical and respectful engagement with local cultures, particularly the Bajau communities.

4. Quality of Accommodations & Assets (15 Points)

We evaluate the ‘hardware’ of the experience.

  • Asset Condition: For vessels, this includes hull integrity, engine room maintenance, and the quality of cabins and common areas. For resorts, it covers structural quality, interior design, and landscape maintenance.
  • Amenities: Quality of linens, toiletries, F&B offerings, and available recreational equipment.
  • Privacy & Exclusivity: The design and layout of the property or vessel to ensure guest privacy and a sense of seclusion.

Continuous Improvement & Unannounced Inspections

Our methodology does not end with the initial audit. Partnership with Togean Archipelago Voyages is an ongoing commitment to excellence. In addition to the annual formal audit, our team conducts unannounced spot-checks throughout the year to ensure standards are consistently maintained. We gather detailed feedback from every client post-trip, which is fed directly back into our quality control system. Partners who fail to maintain our required score are placed on a probationary period with a clear performance improvement plan. If standards are not restored, we terminate the partnership.
